Buildoffsite Property Assurance Scheme (BOPAS)

With UK government targets of constructing 300,000 homes per annum against a backdrop of increasing construction costs, poor quality conventionally constructed homes and a huge construction skills shortage, the demand for innovative or non-traditional methods of construction has never been greater.

However, non-traditional build brings challenges in terms of demonstrating to many parties including funders, lenders, valuers and purchasers that homes built from non-traditional methods will be durable and deliver the quality required.

Buildoffsite Property Assurance Scheme (BOPAS) was developed to address these concerns and perceived risks associated with innovative construction. BOPAS is recognised by the principal mortgage lenders as providing the necessary assurance underpinned by a warranty provision, that the property will be readily mortgageable for at least 60 years.

This website details the organisations that have been accredited or are progressing accreditation with a view to gaining BOPAS accreditation. It identifies and describes the non-traditional technologies that meet scheme requirements together with the scopes of accreditation, design, manufacture, construction and/or project management.

The BOPAS scheme was jointly developed by:

  • Buildoffsite
  • The Royal Institution of Chartered Surveyors (RICS)
  • Lloyd's Register
  • BLP Insurance (Building LifePlans Ltd)

In consultation with the Council of Mortgage Lenders and the Building Societies Association, to provide assurance to the lending community that non-traditional and innovatively constructed systems for which they are asked to lend against, will be readily saleable for a minimum of 60 years.

The Assurance Scheme comprises:

1. The Lloyd’s Register process accreditation:

  • Competency management
  • Procurement management
  • Configuration management
  • Process control
  • Risk management
  • Performance management and improvement

2. The BLP durability and maintenance assessment:

  • Minimum 60-year durability
  • No disproportionate maintenance
  • Component lifecycle assessments
  • Site specific workmanship checks

3. Website listing:

  • Which details assessed organisations, building, systems (technologies), registered sites and individual properties which have been accredited under the scheme
